Detectives Gordon and Bullock track down a vigilante who is killing corrupt Gotham citizens by attaching them to weather balloons. Meanwhile, Oswald Cobblepot returns to Gotham and gets a new job close to an influential figure in the underworld.
The vicious murders of two councilman voting on bids for the Arkham district threatens to start a gang war between Falcone and Maroni. While Oswald fans the flames, Jim tries to stop the bloodshed. Meanwhile, Fish looks for a new singer that she can get close to Falcone as part of her plan to take control of the Don's organization.
A new fatal drug that endows superhuman strength sweeps through Gotham. While Jim and Harvey investigate, Oswald tells Maroni that he used to work for Fish, and the mob boss brings Jim in to confirm Oswald's story... or die. Meanwhile, Bruce discovers that Wayne Enterprises may have been involved with the manufacture of the drug and sets out to learn the truth.

A twisted businessman uses gladiatorial games as a hiring tool, and Jim and Harvey investigate when a participant's body turns up at the docks. Meanwhile, Barbara tries to live with the aftermath of her abduction, and Bruce returns to school.
Nikolai's men break an explosives expert out of prison and put him to work helping them get revenge on Falcone. Meanwhile, Bruce and Alfred take Selina into their home so that ADA Harvey Dent can use her to rattle his prime suspect in the Wayne murders.
Gordon see's himself reassigned to work at Arkham Asylum, following a misstep. Selina leads a new friend on a journey through Gotham, to dodge the assassins who are on her tail.
Jim discovers that his assignment to Arkham may prove more interesting than anticipated when someone conducts amateur electroshock therapy on the patients. Meanwhile, Oswald oversteps himself, and Renee suggests that Barbara talk with Jim.
In an attempt to get his job back, Gordon seeks to capture Jack Gruber, a deranged electrical genius who escapes Arkham Asylum. Meanwhile, Falcone struggles to hold onto his empire after Fish Mooney makes her next move.

Meanwhile, after finding herself in an unusual setting, Mooney continues plotting to gain power, and Falcone attempts to change Maroni's plan for the Penguin. Then, Bruce takes a treacherous hike.

The Ogre breaks down Barbara's emotions, while Gordon and Bullock go to great lengths to track him down. Meanwhile, Penguin leads a massacre, beginning an epic war, while Bruce learns the truth about Wayne Enterprises and Nygma deals with his recent actions.
As Gotham City's gang war reaches its boiling point, Fish Mooney goes head-to-head with Maroni and Penguin in an attempt to re-stake her claim on the city. Meanwhile, Barbara and Leslie Thompkins are brought together after recent events, and Bruce searches Wayne Manor for any hints that his father might have left behind.
