After infamous criminal Gregory Yates escapes from a New York prison, Lindsay and the team learn that he intends to flee New York and is headed for Chicago. The SVU team informs Intelligence that Yates has been gathering information on Lindsay and after Platt calls in a triple hugging likely at the hand of Yates, Benson and Fin catch the next plane to Chicago. Upon investigation of the crime scene, the team learns that another tenant in the building is missing and they work to find a connection between Yates and the woman.

District 21 of the Chicago Police Department is made up of two distinctly different groups: The uniformed cops who patrol the beat and deal with street crimes, and the intelligence unit, the team that combats the city's major offenses, such as organized crime, drug trafficking and high-profile murders. Leading the intelligence team is Sgt. Hank Voight, a man not against skirting the law in the pursuit of justice.
